I have my units set to per piece at .00000 and it still wants to round up to the nearest .00 why?

I have my units set to a per piece at .00000 and it still wants to round off to the nearest .00 why? We will lose money if this does not work. So I have to do custom items and sell 500 business cards as one item instead of .049 per piece. Trying to labels which are .17252 per piece and it rounds it up to .17 per piece. I have set the units for a per piece (pi) at .00000
