How can I set up a purchase one, get another of same item at 50% discount?

Add the item to the sale.

Add the discount to the sale.

Click on the item and remove the discount from the item, save.

Add same item to the sale again.

Just beware, any item added after this will have the same discount, need to remove from added items if unwanted.

Like the suggestion above, the main way to accomplish this is through work-arounds. There are a few different ways of doing so, but it really all depends on preference and what works best for you. 

There isn't a way to have a discount automatically trigger. Check out this existing thread that includes this feature request and a few work-arounds that other sellers have used:
