The Tax Report doesn't breakdown by items sold, but the non-taxable sales should include your gift card sales.
An easy way to check is to look at your Transaction Report and the Tax Report. With the first report you can calculate all of your non taxable sales for a given time frame and compare it to the tax report amount. 🙂
