Online Orders: Orders with over 8 items creates 2 separate orders

When clients generate an online order from my store and purchase more than 8 items, it appears to be split into 2 orders.  The first 8 go through automatically without approval, but any remaining items require my approval.  I offer a discount when folks order 10+ items, so I'd like to see the entire order at once, not split into 2 transactions.  Thanks for any help.
