Offer benefits to contractors too, or just employees ?

Can I offer benefit packages only to enrolled employees, or can I also do this for contractors as well?

I checked in with our Payroll team and they let me know that benefits were only for W2 Employees. They're not offered to contractors at this time. 

Was there a specific business need you had for this feature? If so, can you provide some details?
